Is It Free to Walk Up the Rock of Gibraltar?

So... Can You Actually Walk Up for Free?
Short answer? Yes... but also no. It can be free, depending on how you go up and what you're planning to do once you're there. The Rock of Gibraltar isn’t just a big hill with nice views. It’s full of military tunnels, monkeys (more on those in a sec), skywalks, and all kinds of stuff that’s, well, not free.
But if you’re just planning to walk up the rock using the Mediterranean Steps and skip the paid attractions — then yeah, technically, you’re not paying anything. That said, there are caveats. And stairs. So many stairs.
The Two Main Ways to Reach the Top
The Cable Car (Spoiler: Not Free)
Okay, let's get this one out of the way. The cable car is the touristy option. It’s fast, it's scenic, it's easy — and it’s not free. As of early 2025, a round-trip adult ticket will set you back around £18–£20, and there are combo tickets if you want to include the Upper Rock Nature Reserve (which you kinda need if you're doing the full experience).
Honestly, if you're not much into steep hikes or if it’s, like, 42°C in the sun, the cable car isn’t a bad shout.
Walking Up Via the Mediterranean Steps
Now this is where things get interesting. There’s a back route called the Mediterranean Steps, starting near Jews’ Gate Cemetery. It’s steep, exposed (bring water — I made that mistake once, never again), and absolutely stunning. You’ll feel like you’re hiking up a cliff overlooking both the Atlantic and the Med. And yep — this route is free to access.
BUT. (Big but.) The Mediterranean Steps are technically part of the Upper Rock Nature Reserve, and signs at the entrance do say you need a Nature Reserve ticket — about £16 for adults. That said, enforcement is... inconsistent. I've done it twice. The first time, no one checked. Second time, a very polite ranger named Carlos asked for our tickets at the top.
So it’s a bit of a gamble.
What Do You Actually Get for Free?
Just the Views... or a Bit More?
If you manage to walk up without anyone checking your ticket, you’ll still get:
Insane panoramic views
The pure joy of making it up on foot (feels good, trust me)
Maybe a few Barbary macaques (but be careful — they’re cheeky little thieves)
What you won’t get without paying:
Entry into places like St. Michael’s Cave, the Moorish Castle, the Skywalk, and the Great Siege Tunnels
And if you’re into history? Yeah, you’re gonna want that ticket.
A Personal Blunder (Because, Yep, I Messed Up)
Last June, I went with my friend Josh — you know the type, ultra-prepared, headlamp and trail mix guy. I insisted we didn’t need tickets. “It’s just a hike, bro.” Yeah well... 45 minutes in, dripping sweat, we reached a locked gate near the top of the Upper Rock trails. Turns out we’d almost made it — but without the access pass, we couldn’t go further. Josh was not amused. We had to backtrack, grumpy and sunburnt.
Lesson learned? Buy the ticket if you want the full thing, or accept you might have to turn around halfway.
Final Thoughts (I Might’ve Changed My Mind)
Okay, so originally I thought, “Why pay when you can walk up for free?” But now? After a few rounds of failed shortcuts and surprise barriers... I kinda see the point of the ticket. It supports the park, keeps things clean, and lets you fully enjoy what the Rock offers.
But hey — if you just want a sweaty, glorious climb and don’t mind skipping the “official” sights, lace up and take your chances. Just, for the love of monkeys, don’t forget water.
So, is it free to walk up the Rock of Gibraltar?
It can be. But free sometimes comes with asterisks. And steep stairs.
